Water Infrastructure Forum

Please join us for a special forum on Water Infrastructure policy and planning where we will hear from the executive directors of three different special districts each with responsibilities regarding water infrastructure. Each of the speakers will be explaining the role of their districts and as a group, discussing how to keep, move, and control one of our most precious resources – water. The event will be moderated by Alia Vinson (ABHR), who serves as Vice Chair of the WHA Water Resources Committee.
Mike Turco – Harris-Galveston Subsidence District
The Harris-Galveston Subsidence District (HGSD) provides for the regulation of groundwater withdrawal throughout Harris and Galveston counties for the purpose of preventing land subsidence, which leads to increased flooding. The district works with surface water suppliers to control subsidence by managing the use of groundwater resources in Harris and Galveston Counties.
Donald Ripley – Coastal Water Authority
The Coastal Water Authority (CWA) is a conservation and reclamation district that provides untreated surface water to the cities of Houston, Baytown, and Deer Park for municipal purposes and to approximately 100 industries and agricultural customers.
Bob Mitchell – Gulf Coast Protection District
The Gulf Coast Protection District (GCPD) was created in 2021 to protect Texas Gulf Coast communities, the environment, and economic activity from storm surge by serving as the non-federal sponsor of the Sabine Pass to Galveston Bay Coastal Storm Risk Management (S2G) and Coastal Texas Protection and Restoration Feasibility (Coastal Texas) studies, known together as the Coastal Barrier.
