In 1995, the 73rd Texas State Legislature created the Westchase Area Management District, finding it “necessary to promote, develop, encourage, and maintain employment, commerce, transportation, housing, tourism, recreation, arts, entertainment, economic development, safety, and the public welfare in the Westchase area of Harris County.” The Westchase District is now a 4.2-square-mile municipal management district in west Houston which has drawn more than $2 billion in new investment and created thousands of jobs.
